Declaration

The first regional NGO congress took place in March 2006 in Warsaw and was attended by 150 civil society representatives from Central and Eastern Europe. The second congress was conducted in Kyiv (Ukraine) on 25 – 27 November 2007.

The Congress aims at providing a platform for the leading NGO representatives to discuss the role of their organisations in the development and consolidation of democracy, as well as to look into the possibilities and prospects of cooperation and to prepare recommendations for the activities of NGOs in their region.

Kyiv Regional NGO Congress was focused on two main topics: (1) The Role of NGOs in the Development and Consolidation of Democracy and (2) NGO Regional and European Cooperation: Problems and Prospects.

Kyiv Regional NGO Congress is a three-day conference, attended by more than 200 participants from 15 European countries: (1) NGO leaders from Ukraine, Russia, Poland, and Belarus; (2) NGO leaders from Azerbaijan, Armenia, Georgia, Moldova, Hungary, Baltic States, and Slovakia; (3) Council of Europe representatives; (4) International experts; (5) Media.

As a result of 3-day work the delegates approved a resolution to emphasise the NGO role in terms of international co-operation and political activities. In a separate declaration, the Congress denounced the undemocratic government of Belarus, as well as its brutal attack against peaceful protesters and the political opposition.  Delegates called on governments and the international community to work with democratic forces in Belarus.  Delegates also took part in a demonstration that was organised in Warsaw in support of those democratic forces.

Delegates agreed that the activities of NGOs are threatened by undemocratic forces all over Eastern Europe, but particularly in Belarus and Russia. The reputation of NGOs has been also harmed by accusations concerning the acceptance of foreign assistance and the idea that NGO activities are too politicised. Congress delegates agreed that NGOs have the right to be active in the political arena – as provided for in the concluding documents of the 3rd Summit of the Council of Europe member states, which speak of the role of the civil society.

The Congress became also a unique occasion to form a platform of cooperation between NGO of the region.

26 marca 2006 r. zakończył się Pierwszy Warszawski Regionalny Kongres Organizacji Pozarządowych(NGO), który zgromadził przeszło 200 Organizacji Pozarządowych z 12 krajów.

W wyniku trzy-dniowych prac delegaci przyjęli rezolucję podkreślającą rolę Organizacji Pozarządowych w zakresie współpracy międzynarodowej i działalności politycznej.

Druga rezolucja przyjęta na Kongresie potępiła dyktaturę na Białorusi, jak również brutalne ataki na pokojowe demonstracje politycznej opozycji. Delegaci wezwali rządy i społeczność międzynarodową do współpracy z siłami demokratycznymi na Białorusi. Wzięli oni również udział w demonstracji zorganizowanej w Warszawie mającej na celu wsparcie białoruskich sił demokratycznych.

Delegaci zgodzili się z faktem, że działalność Organizacji Pozarządowych jest zagrożona przez siły niedemokratyczne na całym terytorium Europy Wschodniej, ale zwłaszcza w Rosji i na Białorusi. Reputacja Organizacji Pozarządowych jest nadszarpnięta przez oskarżenia dotyczące przyjmowania pomocy zagranicznej i stwierdzenia, że działalność Organizacji Pozarządowych jest nazbyt polityczna. Delegaci Kongresu zgodzili się, co do tezy, że Organizacje Pozarządowe mają prawo do aktywności na arenie politycznej – co zapewnia im dokument zamykający Trzeci Szczyt Państw Rady Europy, na którym była mowa o roli społeczeństwa obywatelskiego.

Warszawski Kongres stał się wyjątkową okazją do stworzenia platformy współpracy pomiędzy Organizacjami Pozarządowymi z regionu.

Fourth Regional NGO Congress,Vilnius, Lithuania , 10 – 12 June 2010

The Conference of INGOs of the Council of Europe is calling for applications for its Fourth Regional NGO Congress. The main theme is “The Role of NGOs in a Pluralist Democracy”. Discussions will focus on the following sub-themes:

1. participation of NGOs in the decision-making process
2. the state of civil society
3. human rights activists
4. the role of NGOs in post-conflict situations

Please note that the deadline for receipt of applications is 24 April 2010

• Development of dialogue and co-operation within the framework of the Baltic and Black Sea Civic Space, and to improve, i.a. national legislation regulating the functioning and funding of NGOs;
• Support the Expert Council on NGO law and its monitoring activities on the implementation of the respective legislative frameworks in the region;
• Strengthen participation of civil society organisations in public policy-making, and to create mechanisms for the exchange of good practice and for training programmes;
• Reinforce civil society efforts to secure respect for human rights, in particular the freedoms of expression and of association and peaceful gatherings, informational rights;
• Contribute to Council of Europe human rights campaigns;
• Pursue and further intensify our regional co-operation which is a pre-condition for the successful implementation of these proposals and recommendations. In this respect, we call upon the European Union to minimise the negative impact of its visa policy on countries of our region, this constituting one of the main barriers to trans-border co-operation and the establishment of a common civic space in the region.

• Is a national NGO from Lithuania, Belarus, Poland, Russia and Ukraine in the first place, (a smaller number of representatives from the Baltic countries, Central and Eastern Europe and the Southern Caucasus will also be invited);
• Is competent and has concrete experience in the topics covered by the Regional NGO Congress;
• Is a service provider, advocacy group, think tank, youth NGOs etc.;

The selection process will aim to achieve a balanced representation between women and men.

Ketvirtasis regioninis NVO kongresas, Vilnius, Lietuva

Europos Tarybos Tarptautinių nevyriausybinių organizacijų konferencija kviečia teikti paraiškas dalyvauti Ketvirtajame regioniniame NVO kongrese. Pagrindinė Kongreso tema – “NVO vaidmuo pliuralistinėje demokratijoje”. Diskusijos vyks keturiomis potemėmis:

1. NVO dalyvavimas priimant sprendimus
2. Pilietinės visuomenės būklė
3. Žmogaus teisių aktyvistai
4. NVO vaidmuo pokonfliktinėse situacijose

3. правозащитники и активисты
4. роль НПО в пост-конфликтных ситуациях

La Conférence des OING du Conseil de l’Europe lance un appel à candidature pour le Quatrième Congrès Régional des ONG. Le thème principal est « le Rôle des ONG dans une Démocratie pluraliste ». Les discussions se focaliseront sur les sous-thèmes suivants :

1. participation des ONG au processus décisionnel
2. l’état de la société civile
3. les activistes de droits humains
4. le rôle des ONG dans les situations de post-conflits
